Preheat oven to 350°F (175°C). Lightly grease a 9x13-inch baking dish.
Place the bottom halves of the rolls in the prepared dish. Layer each bottom with a slice of ham and a slice of cheese, then cover with the top halves.
In a small bowl, whisk together melted butter, Dijon mustard, Worcestershire sauce, poppy seeds, onion powder, and garlic powder.
Pour the butter mixture evenly over the rolls, making sure to coat the tops. Let sit for 10 minutes to allow the rolls to absorb the sauce.
Bake for 12–15 minutes, until the cheese is melted and the tops are golden brown. Serve warm.
