Preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
Cook bacon in large skillet until crispy. Remove, drain, and crumble. Leave about 1 tablespoon bacon grease in skillet.
Add ground beef to same skillet and cook until browned, 5-7 minutes. Drain excess fat.
Add chopped onion and cook until softened, 3-5 minutes. Stir in minced garlic and cook 1 minute until fragrant.
In large bowl, whisk together cheddar cheese soup, milk, ketchup, mustard, Worcestershire sauce, salt, and pepper until smooth.
Add browned beef mixture to soup mixture. Stir to combine.
Fold in 1 cup shredded cheddar cheese and half of crumbled bacon.
Pour mixture into prepared baking dish and spread evenly.
Sprinkle remaining 1 cup cheddar cheese over top.
Bake 25-30 minutes until bubbly and cheese is melted and lightly golden.
Remove from oven and sprinkle with remaining bacon.
Let rest 5 minutes before serving. Garnish with optional toppings if desired.
