Preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
Heat 1 tablespoon olive oil in large skillet over medium-high heat. Add steak, season with half of garlic powder, salt, and pepper. Cook 3-5 minutes until browned. Remove and set aside.
Add remaining olive oil to skillet. Add onions and bell peppers. Cook 8-10 minutes until softened and slightly caramelized.
Return steak to skillet with vegetables. Add remaining garlic powder, beef broth, and Worcestershire sauce. Simmer 2-3 minutes until flavors meld and liquid reduces slightly.
Brush one side of each bread slice with melted butter.
Arrange 6 buttered bread slices (butter-side up) in single layer in baking dish.
Top with half of provolone slices, half of beef mixture, and half of shredded mozzarella and cheddar.
Place remaining 6 buttered bread slices on top (butter-side up).
Add remaining provolone, beef mixture, and shredded cheeses. Sprinkle with Parmesan.
Bake 25-30 minutes until bubbling, cheese is melted and golden brown, and bread is toasted.
Remove from oven and let rest 5-10 minutes before slicing and serving.
